looks like it can not so far, most of internal use cases are using http, will PowerCLI support this kind of ovf importing? thanks

There is an API method that allows pulling an appliance from an external HTTP address, but the API is currently private. Before we support this, we want the API method to be supported first.

Import-vApp from -url like you can do via web client for easier automation of deploying OVA/OVFs Merged

Title says it all. Currently the web clients allow you to choose a local file or from a url, however the API/Cmdlet do not.
