Add PowerOn switch on the New-VM cmdlet for the CloneVM parameterset

The underlying CloneVM_task has a PowerOn property on the VirtualMachineCloneSpec parameter.

Implementing the same functionality on the cmdlet would avoid wait loops and an extra Start-VM line (especially annoying when using the RunAsyc switch)
