VMware is working on having public REST API for managing Global Permissions. Once API is released, will be available in PowerCLI with auto generated low level cmdlets.

There still is a destinct difference between global and vC level permissions and sadly PowerCLI still provides no way to manage the first one. Please add it.

This is very much needed in PowerCLi and preferably, through straight REST as well, so other things like Ansible can use it as well.
