VMware PowerCLI

Via the GUI, one is able to add a new SCSI controller to a running VM. However, New-ScsiController never allows this, and returns exception "The VM must be in the following state: PoweredOff." It would be nice to have parity with the GUIs here for VMs that allow hot-add of virtual SCSI controllers.
