Add security policy property to existing Content Library cmdlets

One can configure a security policy on Content Libraries but this configuration is not included in the PowerCLI cmdlets for Content Libraries.

This configuration currently exists in the REST API for Content Libraries.

I was referring to the Get-ContentLibrary output specifically with this request. I think I can pull what I was looking for with the example though via Invoke-GetLibraryIdContent but it's not as straight forward.
