Add security policy property to existing Content Library cmdlets

One can configure a security policy on Content Libraries but this configuration is not included in the PowerCLI cmdlets for Content Libraries. This configuration currently exists in the REST API for Content Libraries.

VMware vCD Module - Cmdlet to create, modify, deleted and list Edge Gateways
