Add support for vCloud Director API version 34 or newer

PowerCLI module for PKI/Cert Mgmt

The current tools for creating and replacing and manipulating SSL certs across vSphere is painful, better than it used to be but still painful. Maybe add support sending CSR off to the common PKI server such as Microsoft etc.
